My Story

In 2023, Bill founded MDW Strategy to bring over 20 years of experience directly in government and consulting for government and nonprofits to bear on the challenges faces by the public sector.  His diverse experience includes government and nonprofit management consulting, organizational development, public opinion research, and work with Medicaid waiver programs quality of life and assessment instruments, in addition to leadership on nonprofit boards through normal operations and challenging times of rapid change and adaptation.

 

Bill was most recently the Deputy Director for the Baltimore City Mayor’s Office of Homeless Services (MOHS), having served in that role from 2021 to early 2023.  Prior to that, he served as the Senior Vice President for Business Strategy at Housing Authority of Baltimore City (HABC).  Among other roles, he served as the Equity Coordinator for both HABC and MOHS.

 

At MOHS, Bill oversaw the reorganization of the agency with the advent of the first permanent Director and Deputy Director in over two years.  This effort started with engaging in a strategic investment planning effort (Strategic Investment Plan 2022) and culminated in the reorganization of departments to better focus on housing outcomes, strengthening the Coordinated Access System, and adding a Housing department to increase moves to housing.  As Deputy Director Bill led the administrative functions (HR, Fiscal, Program Compliance, and Contracts) and supervised the Director of Programs (Emergency Services, Outreach, Coordinated Access, Housing, and HOPWA).

 

At Baltimore’s public housing authority, he led the reorganization of HABC following its split from the Baltimore City Department of Housing and Community Development (formerly Baltimore Housing) and was responsible for strategic planning (culminating in HABC’s Pathways to Success), external partnerships, government relations, and ensuring the success of cross-functional initiatives.

 

For 12 years, Bill worked at the University of Baltimore Schaefer Center for Public Policy in a variety of capacities to assist government and nonprofit organizations in finding data-based solutions to myriad strategic and day-to-day challenges that beset organizations large and small.

 

Bill has previously served on the board of directors for the Middle Grades Partnership, was a director and officer for the Bolton Hill Nursery School (leading it through expansion and acquisition of a permanent facility), was a founding board member for the now shuttered Baltimore Food Coop, and currently serves on the University of Baltimore College of Public Affairs Dean’s Advisory Board.

 

Bill has taught at the undergraduate and graduate level at the University of Baltimore in statistics, research methods, American Government, public policy, policy analysis, and was an invited speaker/guest lecturer at UMBC and Gallaudet University on issues of housing, equity, and organizational adaptation to systemic changes, a la COVID-19.  Most recently, Bill was a panelist at the 12th Annual HIT Connect Summit, discussing the impact of the ACIS Medicaid Waiver Pilot on “Housing as Healthcare” in Baltimore City.
